FY 2027 Section 5310 Call for Applications

The Local Transportation Bureau of the Alabama Department of Transportation (ALDOT) is now accepting Applications for funding through the Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Program. This program is supported by the Federal Transit Administration (FTA) and offers funding to help provide transit services for the State’s population of senior citizens and individuals with disabilities.
The following organizations are eligible to submit an application for the Section 5310 program:
1. Nonprofit organizations
2. Public bodies/Governmental Authorities that certify to the Governor that no nonprofit corporations or associations are readily available in the proposed area to provide the service
3. Public bodies/Governmental agencies approved by ALDOT to coordinate transit services for seniors and individuals with disabilities
Those eligible may apply for Capital Assistance. For Capital Assistance through the Section 5310 Program, funding is provided with an 80/20 split: FTA/Provider respectively.
The Section 5310 application can be found on the ALTRANS website at https://www.altrans.org/resources.
Applications are evaluated based on the following criteria: financial and management capability; need for service; utilization of requested service; proposed service characteristics; service coordination; and asset management. Projects funded through the Section 5310 Program must be derived from a locally developed, coordinated public transit-human services transportation plan (“coordinated transportation plan”).
Completed grant applications must be submitted to the Regional Planning Council (Council of Governments) in the respective areas of the State in which the Section 5310 transportation services are being proposed. Each Regional Planning Council must review and endorse the grant applications prior to submitting them to ALDOT ensuring compliance with federal coordination requirements. Only those grant applications formally submitted to the Regional Planning Councils for review and endorsement will be accepted. Please note that any application deemed “not complete” by ALDOT will not be accepted and therefore will not be eligible for evaluation.
The deadline for submitting applications to the Regional Planning Councils (Councils of Governments) for review and endorsement is 5:00 P.M. on June 15, 2026. Councils of Governments who either apply directly for funding or who are endorsing other applicants must submit applications directly to ALDOT (through their respective Regional Managers) no later than 5:00 P.M. on Friday, June 22, 2026. Applications received late will not be accepted.
ALDOT will review, evaluate, and prioritize all applications before submitting a consolidated grant request to the FTA Region IV office for funding consideration.
